state, local and federal law enforcement officials on the investigation. and nbc news is reporting that 460 national guardsmen are on site as well. a white house official says any event with multiple explosive devices is clearly an act of terror and will be approached as such. we'll talk about that. and earlier this evening, the president himself addressed the nation. >> we're continuing to monitor and respond to the situation as it unfolds. and i've directed the full resources of the federal government to help state and local authorities protect our people, increase security around the united states as necessary and investigate that. we still do not know who did this or why. and people shouldn't jump to conclusions before we have all the facts. but, make no mistake, we will get to the bottom of this. and we will find out who did this, we'll find out why they did this. any responsible individuals, any responsible groups will feel the full weight of justice. >> the president saying we still do not know who did this or why and people shouldn't jump to conclusions before we have all t
to respect the wishes of law enforcement authorities who are telling people essentially to stay out of the way while the investigation continues. as we get further details on the investigation, boston is left to confront the fact that with everything planned, with everything planned in terms of security, with everything planned in terms of making this the megaevent that it is in boston with hundreds of thousands of people coming into the city who aren't familiar with the city, mere for the event, to have a security event like what happened today, is -- it's hard to fathom. it's been hours, but it's hard to fathom. boston globe reporter david sable one of the people who's able to join us tonight. he was at scene today when this happened. mr. able, thanks very much for being with us tonight, it's a pleasure to have you here. >> thanks for having me. >> can you tell us where you were today and what you saw. >> sure. i was standing on the finishline taking video of runners as they were coming in. i was about ten feet from the first blast. and -- and i was sitting there in a crouch takin

in all of these events has been the interaction between federal law enforcement and local law enforcement. in the 1993 world trade center bombing because that was really a federal facility, the federal government got involved but immediately almost had a fistfight between fbi and atf. so now what you've got it looks like a good working relationship between president obama and governor deval patrick has allowed a very smooth handoff from the boston police to the fbi. in watching just the press conferences so far, they've been sending the right signals of having a joint communicative working relationship. and that's critical to having an effective investigation. >> you and i were talking before about lockerbie, how you could determine through finding little particles of machinery that this was perhaps done by a certain kind of detonator. how far along are we? we already know now it was something to do with a circuit board. what does that tell you? >> they're saying they found a circuit board. how big of a piece, we don't know. remember in another case, it was about the size of your thumbnai
these law enforcement agencies is the mayor and others have said at the federal, state and local level. and indeed, from the region. we have an unprecedented level of law enforcement support and engaged here and working very, very well. and very seamlessly with each other under the leadership of the fbi and gives me comfort. it should give the public comfort, as well. over here. yeah? >> process so far that helps you understand something maybe from the materials that helps you understand the level of complexity of the device or sophistication or origin of the materials to help to understand the domestic source or international source? >> i think i know what you're getting at. let me turn it over to rick who is going to i think not comment. >> thank you, governor. i can't comment on that aspect of that. what i think is important to say and that i would like to on behalf of the boston jttf today is say there's no known physical eminent threat at any location might be conducting investigating the area. >> are there -- >> can you tell us, first of all, anything about the nature of th
, law enforcement officials searched an apartment in northern boston massachusetts, police could be seen removing things from the residence, but nothing of interest was found. the home belonged to a 20-year-old man here on a student visa who sustained burns and was seen running from the blast. a senior law enforcement cautioned nbc news that the man is not a suspect and the interest in him is fading. >>> internet chatter has been ruled out. one terrorist group, the pakistani taliban, behind the failed times square bombing of 2010 have told police it is not responsible. and police are on the lookout for a man seen leaving the scene in a dark piece of clothing and a rental truck scene attempting to entry the area near the finish line. msnbc contributor joy reid and joining us from washington is nbc news justice department correspondent pete williams. pete, i'd like to go to you first, given what the president just said coming out and saying it is an act of terror does not come as much of a surprise, given the contours of this. but still something worth remarking on in terms of how the whit
. evidence was taken from that apartment. we saw law enforcement agents leaving with bags, gym bags and trash bags but the important thing to point out, robert -- and it was just made clear by boston police commissioner davis that there are no -- there's nobody in custody. there's no suspects right now who the fbi has. so, this is -- remains a wide open investigation. you heard the pleas for photographs and videos of the public. that's pretty telling in and of itself that the investigators still need more evidence. i did talk a little while ago to a former top federal bomb expert who had some pretty interesting things to say about where this is going. this was a very powerful blast. two bombs went off very quickly within ten seconds and that suggests that there could have been more than one perpetrator here. >> michael, reporting on the scene and chris jansing, my thanks to both of you and bringing in now on the telephone is former massachusetts congressman barney frank. sir, it's good to have you with us this morning. i want to get you first, though, where were you when you first heard about
. the hospitals and law enforcement both reporting that there were ball bearings inside this bomb. not some of the other projectiles like nails that you might find in other improvised explosive devices, particularly like those you see in afghanistan. what can the kind of bomb used yesterday tell you about who may have been behind this? >> as a general matter, willie, the type of bomb, the explosives, was this gun powder? was it some higher quality explosive like petn, was it hydrogen peroxide? that will give a load about the type of organizations behind this. the fact there were ball bearings in this is it clearly tells you that whoever did this was intending to maim and kill. this wasn't an attempt to just, you know, do some damage and scare some people. this was someone or a group trying to kill people. you know, beyond that, i think it's really dangerous to say ball bearings suggest domestic or international. the fact is whether it's al qaeda or domestic terrorist groups or hezbollah, all of these groups have used different sorts of motus operenda. it will be a different lead for investi
. we couldn't find my mother-in-law. >> is she okay? >> she's okay. she feels really guilty that she put us through this which is a crazy reaction. don't feel guilty. >> did you locate your wife? >> i did. it's crazy to think she was a few blocks down. on a day that normally is nothing but positive and joyous something positive could occur. >> you ran the race. you were on your way back to the finish line area to plemeet up h a friend. >> i was. i continued to walk and picked up my water bottle and i decided to go back toward the finish to find my friend who was a couple of minutes behind me. i got within a block and then i saw an explosion of white smoke and the loudest noise i've ever heard in my life. even though i was almost a block away the concussion from that was just stunning. it's disorienting. >> did you know it was a bomb or maybe something accidentally? >> no. it was louder than a cannon or anything. after the second blast it was pretty clear. >> did anything seem suspicious. >> no. >> they weren't even letting a pregnant person through. i just wanted to get through. ther
continue to mobilize and deploy all appropriate law enforcement resources to protect our citizens and investigate and to respond to this attack. obviously, our first thoughts this morning are with the victims, their families, and the city of boston. we know that two explosions gravely wounded dozens of americans and took the lives of others including, an 8-year-old boy. this was a heinous and cowardly act and given what we now know about what took place, the fbi is investigating it as an act of terrorism. any time bombs are used to target innocent civilians, it is an act of terror. what we don't yet know, however, is who carried out this attack or why. whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act of a malevolent individual. that's what we don't yet know. and clearly we're at the beginning of our investigation. it will take time to follow every lead and determine what happened. but we will find out. we will find whoever harmed our citizens and we will bring them to justice point we also know this. the american people refuse to
to the perpetrators, we are learning more about just how the explosives were made. law enforcement officials familiar with the case say they appear to have consisted of an explosive and shrapnel backed inside a pressure cooker, probably triggered by some kind of timer. if that is the case, we have seen this before. one of the three devices used in the 2010 attack in times square incorporated a pressure cooker containing approximately 120 fire crackers. a soldier, nazir abdul, convicted last year of plotting an attack at ft. hood, texas, was using a bomb-making recipe from an al qaeda-linked online magazine that used a pressure cooker. in july of 2006, more than 130 died in a series of attacks on the mumbai transit system with pressure cooker explosives placed on the trains. the department of homeland security has warned of the potential terrorist use of pressure cookers saying "as a common cooking utensil, the pressure cooker is often overlooked when searching vehicles, residences, or merchandise crossing the u.s. borders." now, of course, there's still much more that authorities want to know about t
at m.i.t. let's talk about law enforcement. what are they looking for now? how do they go about this investigation? take us through some of those steps? and within that, we have to start forming some theories. from what we know already, do you think that it is maybe an individual or probably a group and how do you go about figuring out, is this a foreign group or individual, or americans? >> yeah. those are big questions and there are a lot of them. let me start in the beginning and say in terms of the phase of the investigation, i think there are different parts and different parts of the government are handling different parts of the investigation. so obviously, the most important and immediate thing are those events and evidence that are near the attack. that are approximate to the attack. that includes the crime scene. that includes the material used in the bomb and the process of reconstructing what that bomb looked like. it is designed, the materials it used. the nature of the timer that was used. then there is a whole separate line of inquiry at surveillance video that mi

on that outstanding results from that. i do favor more cameras they're a great law enforcement method and device. and again, it keeps us ahead of the terrorists. who are constantly trying to kill us. i hope that members of congress, both parties including my own will realize that the war against terrorists are not over. and it's foolhardy to make cuts in homeland securities. especially whose cities, whose police departments need this. >> this poignant message for all of us, this photo was taken outside the dorchester home of 8-year-old martin richard who as we know died yesterday while watching the marathon with his family. his mother and sister still seriously injured. we've all had those moments. when you lost the thing you can't believe you lost. when what you just bought, just broke. or when you have a little trouble a long way from home... as an american express cardmember you can expect some help. but what you might not expect, is you can get all this with a prepaid card. spends like cash. feels like membership. arrival. with hertz gold plus rewards, you skip the counters, the lines, and t
